Professional Qualifications and Its Impact on Procurement Performance: The Case of Mzinga Holding Company Limited Morogoro, Tanzania

Professionalism in public procurement allow for functionality, transparency and significant saving in public expenditure. Professionalism depends on the staffing, knowledge, skills and capabilities of the human resources and on controls in the system that influences human behaviour. The study used descriptive research design, and data were collected from 48 respondents who were purposively selected from different department of Mzinga Holding Company Limited of Morogoro in Tanzania. The study used both primary and secondary data that were collected through from respondents using interviews and structured questionnaires. Data were analyzed descriptively and presented through figures, tables, percentages, bar charts, pie charts and tabulation to show differences in frequencies. The study found that strategic procurement professionalism has a crucial impact towards procurement performance as MHCL has integrate their procurement function into more professionalism by providing training and participating in seminars to their employees, competence of procurement staff and adhering of professional code of conduct and PPA of professional wise. Basing on the study result, researchers conclude that MHCL has ensured the right quantity and quality materials from the right source at a minimum cost when they are needed. Therefore, it was recommended that the management of MHCL has to make consideration of Tender Board and user department also, to attend the training, workshops and seminars in order to be familiar with the decisions they made.
