Leadership Strategies for Successful E-Government and ICT Implementation in Public Administration: A Literature Review

Leadership plays a critical role in driving successful digital transformation and the adoption of e-government and information and communication technologies (ICT) in public administration. This literature review explores research on leadership for e-government and ICT, focusing on key themes, findings, challenges, and best practices. Transformational leadership, top management support, addressing resistance to change, and investing in digital skills development are identified as key factors contributing to the success of digital initiatives in government settings. Studies highlight the positive association between transformational leadership and successful e-government implementation, the importance of top management support in driving digital transformation, the role of leadership in managing resistance to change, and the significance of investing in digital skills development for government employees. Future research should continue to investigate the role of leadership in e-government and ICT, with an emphasis on identifying best practices and strategies to lead successful digital governance initiatives in the public sector.
