Open e-books: The changing paradigm K. Nikam and A. S. Rai Review When the medieval scribes invented incunabula, less they imagined that a day would come when all that art of printing a book using movable types will soon be invisible and the impact of e-book on scholarship will prevail. The shift in the emergence of e-books to open e-books is magical. Thanks to the efforts of some of the tech leaders like Adobe and Microsoft in revolutionizing the e-book movement. Information resources and services of national science library India, New Delhi: A user study Devendra Kumar and Rajkumar Singh Full Length Research Paper The study examines the use of services by the users of National Science Library (NSL), New Delhi, India. A well structured questionnaire was used to identify the impressions of NSL users towards the various aspects. 120 questionnaires were distributed among the NSL users and 108 filed were received back. The questionnaires were checked and 108 (90%) questionnaires were found fit for analysis and out of which 12(10%) were considered unusable. The present study demonstrates and elaborates a various aspects of NSL collections uses within the available resources, frequency and purposes of visit, user satisfaction within NSL services and information about documents. Further attempt has also been made to highlights the findings of the study and a few suggestions have been given based on the analysis of data. Investigation of electron density variation in some regions of the Ionosphere at Nsukka, Nigeria Okeke FN, Onwuneme SE and Hanson EA Full Length Research Paper The variations of electron density in some regions of the ionosphere at Nsukka (6.50deg; N and 7.2deg; E) in Nigeria were investigated. The dependence of these variations on the 11 year solar cycle, seasonal changes, diurnal and altitude effects were analysed. The results of the analyses reveal that the electron density concentration in the ionosphere is dependent on heights. Our results also confirm the non-existence of the sunrsquo;s ionizing radiation at night in this region. It has been found that the electron density variations in Nsukka are of 11 year solar cycle. The years of high solar activities correspond to high electron density in Nsukka, while the years of low solar activities are also years of low electron density. Consequent to the findings from this study, it was found that in Nsukka electron density variations are higher in months of April and September, implying that electron densities attain maximum value during this period. The observed trends in electron density variations in the ionosphere at Nsukka may be attributed to the solar control of the ionosphere. A study on the effective use of online public access catalogue at the libraries of engineering colleges in Karnataka (India) K. R. Mulla and M. Chandrashekara Full Length Research Paper This paper aims to present the results of a survey conducted to determine the effective use of online public access catalogue (OPAC) at the libraries of engineering colleges in Karnataka. The paper examines the results from a questionnaire-based survey conducted at the libraries of engineering colleges in Karnataka. 1716 samples of the questionnaire was distributed randomly between the staff and students of engineering colleges across Karnataka, out of which 1338 completed and valid questionnaires (77.97%) were received for analysis. The data received from the respondents through these questionnaires was analyses. Some of the major constraints for the use of OPAC at the libraries of engineering colleges were found to be 1) Lack of awareness of between user community 2) OPAC is not user friendly software 3) Information technology (IT) competency between user communities was lack luster. Thus, the study clearly highlighted the need for an education programme module for users to promote the effective usage of OPAC. An attempt is made through this study to present the difficulties faced by users at engineering college libraries, in searching information using OPAC. This paper provides useful empirical evidence for librarians and the research community on the usage of OPAC in libraries of engineering colleges. The results of this study will be useful for librarians at engineering colleges in Karnataka and also to other librarians around the state and country. This paper provides original data from library end users in engineering colleges, regarding their experience whiles using OPAC. Indian journal of physics: A scientometric analysis S. Nattar Full Length Research Paper Scientometric analysis of 829 articles published in the Indian Journal of physics during the year 2004-2008 are taken up to observe the distribution of contributions, authorship pattern, geographical distribution of contributions and the number of pages used in each volume. Results indicate that highest numbers of papers have been written by co- authors. The contributions in this journal from India are slightly more than those from the other countries. Library and information science professionals’ use of published research Chinwe V. Anunobi, Ifeyinwa B. Okoye and Ngozi Chima James Full Length Research Paper The survey examines the research consultation indexes of LIS professionals in Nigeria. 200 of these professionals were sampled randomly during the 45th National Conference and Annual General Meeting of the Nigerian Library Association, held in Uyo, Akwa-Ibom State in 2007. Turnerrsquo;s (2002) questionnaire instrument on: ldquo;Do Information Professionals Use Research Published in LIS journals?rdquo; was adopted for the survey. The results from the 89.46% returned and valid questionnaires revealed that LIS professionals make high use of research whereas professionals: with terminal certificates (PhD and HND), who were graduates of year 2000 and above and with above 15 years library work experience champion research papersrsquo; use. Research is primarily used to: obtain current information and for self-motivation in aid of good decision making and policy formulations; and inhibited by time constraints, lack of understanding on the research objective and its practical applications as well as inaccessibility of final reports/papers when published due to its non-inclusion in reputable indexing or abstracting services. Increased use of research could be achieved if research is: accompanied by guidelines on use; professionals are encouraged to develop their research skills and motivated to participate in professional activities. Globalization, information revolution and Higher Education in Nigeria: The challenging roles of library professionals R. I. Echezona, I. J. Ezema and B. E. Asogwa Full Length Research Paper The influence of globalization and information revolution on higher education in Nigeria was investigated through the authorsrsquo; structured questionnaire. The design of the study was descriptive survey. Fifty-three professional librarians from Nnamdi Azikiwe Library University of Nigeria Nsukka, lecturers from Department of Library and Information Science University of Nigeria, Nsukka and librarians in Enugu State University of Science and Technology (ESUT) library were surveyed. The instruments for data collection were questionnaires and observation. Findings from the investigation reveal that globalization and information revolution have positively impacted on higher education in Nigeria in terms of access to information, collaboration and contact among faculty members, better and faster scholarly communication among researchers as well as students throughout the world. The implication of these revelation is that professional librarians in this environment should try to embrace these new technologies through retraining, retooling and then adopt new strategies which would improve information services delivery that would meet international best practices. As Dspace and Greenstone enters its second decade, this article takes a retrospective look at its development, the challenges that have been faced, and the lessons that have been learned in developing and deploying a comprehensive open-source system for the construction of digital libraries internationally. Open source digital library packages are gaining popularity nowadays. To build a digital library under economical conditions open source software is preferable. Health magazines and college girls Pamnani Sunita Full Length Research Paper Health magazines are read by over 55% women in India although potentially these magazines represent a major source of health education and information for women, relatively little attention has been paid to assessing this role. Ability, Alive, Healthy Childcare, Lifestyle are good magazines for women. This study focuses on the coverage given by four of the most popular women#39;s magazines to a major cause of mortality and morbidity among college girls. From a content analysis of their 50 issues, the study was design to achieve major objectives. The data were collected from 100 students and main conclusions were drawn. It is suggested that health professionals could play an important role in implementing these recommendations. Use of internet and e-resources by the students of business management: A survey of P. G. students of business administration, Sambalpur University, India Bulu Maharana, Bipin Bihari Sethi and Subedita Behera Full Length Research Paper In recent years, Internet and electronic resources have become most popular sources of information for the researchers, scholars, teachers, professionals and students. The present study was designed to find out the necessity and usage of Internet and e-resources by the students undertaking the masterrsquo;s course in Business Administration, in Sambalpur University, Orissa, India. A structured questionnaire was monitored among 120 MBA students, out of which 91 (75.83%) responded to this survey. The present investigation gives an indication of the range of uses of internet and e-resources by MBA students. The investigation result shows that majority of the students (1/3 of them) have a long experience of using Internet for 2 - 4 years and all are more or less aware of the applications of Internet technology. More than half of the students surveyed in the study strongly feel that management study will be severely affected with out the use of Internet and e-resources. Microsite: A campus networked library resource search: A study of Manipal University Health Sciences Library, Manipal Anantha K. R. Rao, Shivananda K. Bhat and Mahabaleshwara B. Rao Full Length Research Paper User is the key person in any library. The success of any library depends considerably on how best the system design is based on a close and accurate understanding of the users. The user is not only the important aspect but is also paradoxically a dynamic component of the library. The internet is a highly complex network that interconnects millions of computers around the world. In a medical college hospital campus, all the doctors and students are not able to come to the library to search the library resources, which are available; it may be print materials or online materials or non book materials. So, it is necessary to design/develop their own intranet microsite or campus network of the library, which could be connected to the LAN (local area network) and make available to all the network computer terminals of the campus/hospital; this microsite should deliver/give all the facilities available in their library. The Manipal University Health Sciences Library also developed/designed and made access of library microsite for their users. Our study showed that 96.7% of respondents have awareness of microsite developed by the library; 66.7% of the respondents were accessing the internet resources through the library microsite and they are satisfied with the library resources. Thanuskodi Full Length Research Paper Adequate knowledge about the information seeking behaviour of users is vital for developing library collections, services and facilities to meet their information needs effectively. The purpose of this study is to identify the information channels used by the junior lawyers of Madras high court. A questionnaire was distributed to 1000 advocates of Madras high court and 710 filled in questionnaires were returned, giving an overall response rate of 71%. It was found that majority of the junior advocate respondents (40.57%) make library visit thrice a week. The junior advocate respondents occupy the fifth position in their overall satisfaction on all legal information networks and fee based e-resources. The junior advocate respondents top the position with respect to their overall problems in accessing e-resources as their secured mean score is 3.94 on a 5 point rating scale. Social networks enabling matrimonial information services in India Jiban K. Pal Review Marriage information is an integral part of the knowledge base in any civilized society. In India, several non-government agencies as well as de-institutionalized sources provide a great variety of marriage related information in different domains of the society. Despite various modes in transferring matrimonial information, increasing use of social networks offers new opportunities for newer matrimony services. The purpose of this paper is to present the state-of-the-art of popular matrimony service portals emerged in India for providing SDI (selective dissemination of information) based personalized services to multifarious groups of the nation. Addresses of selective portals provide glimpses of current Indian activities on matrimonial information systems and services. It also examines the potentialities of the four biggest matrimonial players (viz. shaadi, bharatmatrimony, jeevansathi and simplymarry) in the country consistent with the present and anticipated needs of the marriage-information-seekers. Comparison has been carried out based on the web metrics. The paper noticed that online matrimony services would have ever-increasing importance in satisfying the objectivity of social networking practices. Extent of utilization and familiarity in accessing digital technologies among post-graduate and research scholars in Shiraz city Mohammad Bagher Negahban Full Length Research Paper The present study is aimed at assessing the extent of utilization and familiarity in accessing digital technologies of information among post graduate (PG) students in Shiraz city. A total of 97 respondents (31 PG students and 66 research scholars) were randomly selected from the city of Shiraz. A questionnaire measuring the usage of various digital technologies and the accessing of digital resources was prepared by the investigator and administered to the sample selected. Statistical methods like chi-square and contingency table analysis were used. Results revealed that in the extent of digital technologies usage, CD browsing usage was 40.2 of 50%, in internet searching it was 42.3 of 100%, telefax was sparingly used (about 86% to an extent less than 50%) and laser scanner rarely used ( about 83% less than 50%). Printers as digital technologies were used more often (74 of 75%), CD writer (about 65% to an extent of less than 50%), LCD pad/data projector was less (about 83% less than 50%), and online catalogue search (about 70% less than 50%). Research scholars used more of CD browsing, telefax, CD writers, LCD pad/data projectors, while students used more of printers. In familiarity with accessing digital sources, they were more familiar with internet journals and less familiarity was observed regarding internet encyclopaedia, directories and yellow pages, and digital libraries. The selected sample were more familiar with book search and book shops on net, internet relay chatting and email and were less familiar with teleconferencing on the net. Research scholars had higher familiarity with book search and book shops on internet than students. Information systems tagged as computer based information is employed in educational settings in all countries of the world especially Nigeria as a developing nation. This has changed over the years and has given rise to information technologies and data storage devices for recording information. These are virtually done in any form of energy spanning from manual muscle power in hand writing to acoustic vibrations in phonographic recording. The use of collections and services at IIT Delhi library: A survey Krishna Kumar, Akhtar Hussain, Nishat Fatima and Sunil Tyagi Full Length Research Paper This study examines the use of collections and services at IIT Delhi Library. A well structured 190 questionnaires were distributed among IIT Delhi users during the academic session 2008 - 09, to find out the user of information resources is being provided by IIT library. The questionnaires were checked and out of 178 filled questionnaires returned, 170 (95.51%) were found fit for analysis and out of which 8 (4.49%) were considered unusable. The present study demonstrates and elaborates the various aspects of use of collections and services, purpose of visit to the library; adequacy of library hours, infrastructure facilities, use and collections of documents that is, internet information resources. The paper also identifies the levels of use of various services provided, access of online databases services, database search techniques, and usersrsquo; awareness about different types of library network. Highlights satisfactions with overall functions of the library. Suggestions have been given to make the collections and services more beneficial for the academic community of the mentioned Technical Institutes India as well as abroad. Serials acquisition problems in Nigerian Federal University Libraries Chinwe V. Anunobi, Obinna P. Nwakwuo and Victoria O. Ezejiofor Full Length Research Paper The study sought to identify acquisition activities and problems in university libraries of southern Nigeria. 58 serials staff were sampled randomly from the 13 federal university libraries in southern Nigeria. A self designed questionnaire made of 7 items was distributed to the sampled staff. A total of 48 (82.7%) of the questionnaire were returned. Data was collated and analyzed using statistical package for social sciences (SPSS) version 10.0. The results were presented with tables, frequency and percentages while Chi-square inferential statistics was used in testing the hypothesis. The result shows that serials acquisition operation in southern Nigeria federal university libraries, involves the following activities: Selection of titles, pre-order checking, preparation of final list for order and ordering. Other activities of such operation are verification of receipt, checking in of materials, claiming and renewal of subscription as well as cancellation of order. Serials acquisition operation is more developed in south western university libraries than the other geopolitical zones. Acquisition of serials in southern Nigeria federal university libraries is besieged with problems. These problems are those related to cost of serials, selection tools, nature of serials and subscription decision. Recommendations were made based on the findings. Automation and problems in their implementation: An investigation of special libraries in Indore, India P. S. Rajput and J. N. Gautam Full Length Research Paper The study was carried out to know the status of library automation and problems in their implementation in special libraries of Indore city, Madhya Pradesh. It discusses automation, its need, and application in special libraries. The study explained the various problems faced by authorities and the staff during the process of automation. The tool adopted to conduct the study is a well structured questionnaire. The staff hesitancy and lack of attitude towards automation and unsatisfactory library software problems are the major hindrances to speedy automation. Challenges faced in establishing university libraries in Kenya Otike Fredrick Wawire and Omboi Messah Review The purpose of this article is to discuss and clearly bring out the major challenges faced in establishing University Libraries in Kenya. The paper first discusses the development of academic institutions and University Libraries in Kenya; it brings out the trend of both the private and public Universities and the major reason for the expansion of Universities in Kenya. The article later discusses the problems that are faced by university libraries in their establishment; it concludes by giving suggestions and recommendations to the problems. Universities in Kenya have gone through an era of renaissance in the field of education during the last two decades. In that period, the country experienced a phenomenal growth in the area of higher education when the number of public and private universities increased from four to over twenty. The country also encountered financial constraints due to poor economic performance which was characterized by rapid population growth and rising needs for basic services like primary education, food, health and shelter. Universities are therefore challenged to justify their existence. In turn, it is the university libraries that have been directly affected. The situation has made university libraries operate in an environment of tightened financial constraints. This is set against a background of continuous inflation in cost of information, especially in this age of ICT, changing technologies, few professional library staff without relevant skills to man the various library operations. Annual inflation rate of cost of information materials which is in excess of the library budget allocation, lack of cooperation among libraries, ignorance of university administrations on the importance of libraries, staff shortage e.t.c. The implication of this paper is that the role of university libraries and university librarians is likely to be looked down upon, if amicable solutions to the existing challenges are not addressed, libraries are important organs in Universities; they are the centre stage through which academic activities evolve therefore they should be treated as special entities. In order for effective service delivery, librarians are supposed to be kept abreast of the changing user information needs and the emerging technologies, which at the moment is proving to be a challenge. This paper highlights the major challenges faced by most University Libraries in Kenya; it brings out the impediments that hinder their establishment and development. Library use pattern by the faculty members of the engineering colleges in Karnataka: A study B. U. Kannapanavar and K .V . Manjunatha Full Length Research Paper The study discusses the issues like access tools used for locating reading materials, frequency of visits to library by the Faculty; time spent in the library, use of library services, faculty opinion about library had been discussed. The study found that 53.2% of users are using online public access catalogue (OPAC) to locate their reading materials, 48.8% of the users are consulting the librarian and library staff for locating the documents. 28.4% of users visiting the library once in a week followed by 27.4% visiting twice a week. 75% of all the users are spending less than 5 h per week in the library, 61.86% users are using reference services, and 48.5% of users are opined that they are getting their required reading materials within time. The impact of automated library services and usage on student’s academic performance in Nigerian Universities Ngozi Blessing Ossai-Ugbah Full Length Research Paper This study examined the extent to which the use of automated electronic information services by students has influenced the academic performance of students in three tertiary institutions in Nigeria: University of Ibadan, Covenant University, Sango Ota and Ladoke Akintola University of Technology, Ogbomoso. One thousand and five hundred copies of questionnaire were administered to the users at the three universities. The results revealed that having pre university computer literacy did not account for better academic performance; and students who made use of automated library serves were better exposed to academic materials and performed academically better than those who did not make use of the services of tan automated library. The majority of the users agreed that there is a significant relationship between educational academic exposures with the use of the automated library services, and they were satisfied with these automated electronic library services. However, the major constraints identified by the respondents were slow internet speed, access and automated library facilities are not up and running at all times to meet the varied time students prefer to browse the internet. The research recommended institutions to enlarge their internet bandwidth and make it available anytime of the day or night when the students are free to make use of it. Application of classroom management strategies in public and private sector at school level in Pakistan Mumtaz Ahmad, Full Length Research Paper This article focuses on the analysis of classroom management approaches in public and private sector at school level in Pakistan. Classroom management is a significant part of an effective teaching-learning process. Due to an effective classroom management, students flourish in a positive class climate and a compassionate environment. From a studentrsquo;s perspective, effective classroom management provides them the opportunities to socialize themselves while learning. From a teacher perspective, effective classroom management involves precautionary discipline and fruitful teaching. In Pakistan, it was concluded that physical environment of the classroom and seating arrangement is managed in both sectors. But behavioral problems were not resolved in public schools but in private schools. Studentsrsquo; behavioral problems are resolved. In the same way there was no consistency in a quality of teaching during each class in public schools but there is consistency in a quality of teaching during each class in private schools. By nature, it was a descriptive research. Using stratified random sampling technique, an appropriate sample of the teacher was selected. Competencies for successful knowledge management applications in Nigerian academic libraries Ugwu, C. I. and Ifeanyi J. Ezema Full Length Research Paper This paper aims to identify the competencies perceived to be essential for successful knowledge management applications in Nigerian academic libraries. The paper was guided by five specific objectives. A cross sectional survey approach was used for the study. Questionnaire was the main instrument to collect data from one hundred academic librarians who participated in the 47th Annual Conference/AGM of Nigerian Library Association held in Ibadan in July 2009 and 67 questionnaires were returned as valid for analysis which gives a response rate of 67%.This was considered adequate enough for the study. Data collected were analyzed using descriptive statistics of mean and standard deviation. The results of the study show that, the skills needed for successful knowledge management applications are KM cultural skills, leadership skills, strategic skills and restructuring skills. For effective application of knowledge management in Nigerian university libraries, it is important that librarians are trained to acquire the identified KM skills to face the challenges of knowledge economy. This is a fundamental study which reveals the relevance of knowledge management in Nigerian university libraries in line with competencies required for effective KM implementation. How law students utilize information resources: A case study of the University of Benin, Benin City. Ngozi Blessing Ossai Full Length Research Paper This is a case study of how undergraduate law students of University of Benin, Benin City make use of information resources. The objective of the study is to understand how male and female law undergraduate students acquire their information, the resources employed and to what purpose information is sought. The researcher adopted a descriptive survey technique. The sample consisted of 230 undergraduate law students randomly selected from the first to fifth year of study. Their information seeking activities were tested to discover how undergraduate law students utilize information resources. The study found that there is only a slight difference in how male and female undergraduate law students use information resources and that the need to compliment lecture notes rank highest in the information need of the students. The study recommends formal training in the use of information resources will significantly improve the pattern of both information use and search. The proposed approach utilized adaptive hypermedia technology to improve learning process by adapting course content presentation to student learning styles. The combination of Apache, MySQL and PHP were used to implement the system based on learning styles to present the appropriate subject matter, including the content, format and media type. The system was organized into 3 models; domain model, learner model and adaptation model. The 3 models interact together to perform adaptively. An experiment between 2 groups of students was conducted to evaluate the impact on learning achievement. Inferential statistics were applied to make inferences from the sample data to more general conditions. Descriptive statistics were applied simply to describe what#39;s going on in the sample data. Results showed that students taught using learning style adaptive system performed significantly better in academic achievement (plt;0.05) than students taught the same material without adaptation to learning style. The findings support the use of learning styles as guideline for adaptation into the Adaptive E-learning Hypermedia Systems. Emergence of electronic library resources: A threat to librarians? Oshilalu, Habdulhakeem Adeyinka Review The influence of electronic library resources on the activities of librarians in modern age cannot be over-emphasized. Despite it huge influences, one wonders why it is perceived as a threat to the information professions? This work is much of a conviction and a call on librarians to embrace the emergence of electronic library resources as a development that is capable of increasing their productivity rather than perceiving it as any form of threat. The work examines some ways through which electronic library resources could appear in form of threat to Librarians. Moreso, it provides some measures that could be taken by librarians to counter the threat without much hassles. The article urges librarians to rise up to the task of getting the best out of the existence of electronic library resources. In conclusion, the article affirms that the emergence of electronic library resources is a true reflection that the library is a growing organism and the emergence of this set of library materials is one of the growths expected from library that is committed to meeting usersrsquo; information needs within the shortest possible means of all type. Adoption of information technologies in medical libraries in Karnataka, India and Iran: A comparative study Mina Tavassoli Farahi and R. T. D. Ramesh Gandhi Full Length Research Paper This study was carried out to investigate and compare the current state of information technology in medical libraries in Karnataka, India and Iran. Tools used for data collection included questionnaire, observational visits, and informal interviews with selected librarians. Although medical libraries in both countries have hardware, software, and communication facilities to some extent, they should strive to achieve excellent IT levels. A good number of libraries had library management software. However, only few medical libraries in both countries are fully automated. Iranian librarians ranked lack of institutional support, funds, trained and skilled professionals, and absence of planning and training courses, as the most important problems in IT application, while none of the options were rated as the most important problems militating against effective use of information technology by Indian medical librarians. The research compares the status of information technologies in India and Iran as developing countries and provides recommendations to promote library automation and effective application of information technology. Implementing radio frequency identification technology in libraries: Advantages and disadvantages Full Length Research Paper Radio frequency identification (RFID) technology is an innovative automated library system for automatic identification and tracking of library material. Currently, RFID applications range from book tracking and stock management, to theft detection and automatic book sorting. RFID technology is a dynamic link between people, objects and processes and in the near future it plays a prime role in data collection, identification as well as analysis necessary for specific library operations. An automated library with the support of RFID technology would be a ldquo;self service stationrdquo; that demands least intervention by the library personnel. Efforts are being made to introduce self-service ldquo;check-inrdquo; and ldquo;check-outrdquo; that avoid long delay in the delivery of library material and also for achieving better efficiency in operations. RFID is used in libraries primarily to automate the book handling process including check-out, inventory control, check-in and anti-theft. When combined with computer assisted sorting equipment, RFID facilitates and speeds up even book sorting. Automating the library material handling process allows library professionals to spend more time with the clientele, thus, increasing the lsquo;user satisfactionrsquo;. The potential benefits are obvious and the systems are getting cheaper. When the technology matures even more and competition increases in the industry, better tags and equipment will become more economical. It may only be a matter of time before radio frequency identification technology will completely replace barcode systems and become the standard for every organization. In this paper an attempt has been made to describe different components of RFID system. A detailed account of various applications of RFID technology in libraries has been discussed along with possible disadvantages of RFID system. Scholarly communication of academics in science and engineering in Nigerian university libraries Victoria Okafor N and Scholastica C. ukwoma Full Length Research Paper The study investigated the availability of online and printed journals where academics in science and engineering faculties in Southern Nigerian University publish their articles in their university libraries. Descriptive survey method was used for the study. Questionnaire addressing the availability, rate of acquisition and currency of 57 journals where the aforementioned academics publish, were given to the University serial librarians, two universities from each geopolitical zone. The result of the findings shows that university of Lagos has the highest availability of 63% of the journals online and 46% in printed form. This is followed Niger Delta University (UDU) with 43.9% online and 75.4% in printed form. Other universities do not have them online while all the universities do not have them in CD-Rom. Only University of Lagos has the highest rate of acquisition 90 and 88% of current available journals, this is followed by Niger Delta University with 73.2%. The paper recommends regular acquisition of journals where Nigerian academics publish and also to have a guiding acquisition policy, building of institutional repository and publishing in open access journals. ICT competency framework for library and information science schools in Nigeria: The need for model curriculum Manir Abdullahi Kamba Review All professions and disciplines stumble upon change internally and externally, and to move forward successfully in this information age, change and evolution are necessary and inevitable especially in the area of information and communication technology, as well as the digitization of information of all kinds. These Digital age scenarios have set the scene for changes in many spheres and in particular for Nigerian Library and Information Science schools. The influence of Information and Communication Technology (ICT) on every discourse of human knowledge is undisputed and is also considered all pervasive, this indicate the pressing need to educate and train the library and information manpower towards a sustainable ICT competence. The LIS curriculum development in Nigeria has shown considerable strides in infusing ICT competencies as most LIS schools have developed relevant ICT courses and also merged relevant ICT knowledge in traditional curriculum. However, most LIS schools teach these ICT courses theoretically because they have inadequate laboratories of computers and poor Internet access. The problems are to be found in the overall ICT policy and infrastructures both at national and institutional levels, as well as the lack of sustained funding, appropriate equipment, expertise and management in Nigeria and LIS schools in particular. Public library intervention in conflict resolutions in the Niger Delta region of Nigeria: Librarian’s perspectives R. I. Echezona, R. E. Ozioko and C. F. Ugwuanyi Review The paper discussed public library intervention in conflict resolution in the Niger Delta region of Nigeria: Librarians perspectives. The design was a descriptive survey and the population comprised librarians in public and focus group discussion. The sample was made up of 198 respondents including 108 people, 12 each selected from the nine states studied and 90 accessible librarians. Questionnaire and focus group discussion was used to generate data while mean and bar chart were used to analyse the data generated. It was found that struggle for the control of the region by different factions, non provision of jobs and infrastructure are some of the causes of conflict in the region. Destruction of lives and properties and displacement from homes are some of the consequences of lack of adequate information to the people and their extent of awareness of conflict resolution strategies is low. Public libraries can make information freely available to the people, organise workshops and seminars on conflict resolution and collaborate with non governmental organisations (NGOs) to resolve conflict in the region. Cultural heritage preservation and transmission by the public library is a veritable means of unity, peace and conflict resolution among the three ethnic groups of the Niger Delta. Public libraries, information and cultural value system are interrelated and can be used as object of conflict resolution in Niger Delta communities. It was recommended that public libraries should be adequately funded and encouraged to enable them perform this intervention role in conflict resolution in the region. A study on researchers’ attitude towards depositing in institutional repositories of universities in Karnataka (India) Manjunatha K and K. Thandavamoorthy Full Length Research Paper This paper explored researchersrsquo; attitude towards deposit to open access institutional repositories as a mode of] scholarly publishing. The respondents were selected through stratified random sampling from a population of 1966 researchers from universities in Karnataka State with a response rate of 86.82%. Data were analysed using the statistical packages for social sciences (SPSS). The study reveals that the majority of the science, technology and medicine scholars are aware of and positive towards deposit institutional repositories and arts. However, the humanities and social science researchers are found to have a low level awareness of the institutional repository but were interested in contributing their research work to the University Institutional Repository and have a positive attitude towards providing free access to scholarly research results of their University. Familiarity of Web2.0 and its application in learning: A case study of two Indian Universities Sabitri Majhi and Bulu Maharana Full Length Research Paper This study was conducted in two Indian universities to assess the familiarity of Web 2.0 tools and their application in learning. The investigators conducted a survey of about 500 respondents, including students, teachers and research scholars of Utkal and Sambalpur Universities in the State of Odisha. A structured questionnaire was designed to elicit information pertaining to the familiarity of the academic community with the Web 2.0 tools and their use for teaching, learning and research. Results revealed that the usage of Web2.0 tools is not very significant in either of the two universities in Odisha. Wiki and social networking sites are most commonly used by the respondents. However, blog, RSS (Really Simple Syndication) social bookmarking and audio/video, etc., with high degree of educational value, are not yet popular among the academic communities. Further, the research found that the academic communities are quite interested to use those tools in their learning process, but they do not have sufficient knowledge and skills to use them. The findings of this study have both theoretical as well as practical implications for academicians, learners and policy makers in the universities. Dreams as indigenous library of knowledge among ethnic groups in the south-south zone of Nigeria Ngozi Blessing Ossai-Ugbahand Chikaogu Diokpala Ossai-Ugbah Full Length Research Paper The study investigated dreams as indigenous library of knowledge among some South-South tribes in Nigeria: Urhobo, Ika, Edo-Benin, Igbo, Ukwuani, Itsekiri and Ijaw. The aim of the research was to explore if dreams have meanings attached to them by ethnic nationalities which in turn has become a library of indigenous knowledge. To this, several of the respondents amongst all tribal nationalities do agree that dreams have particularly meanings attached to them by their people based on their culture. This in turn has influenced their personal dream beliefs and interpretations. This research is a descriptive survey. The population of this study consisted of between ages 12 and 60, spread across marital status of: Married; separated, widow, widower and singles with primary, secondary and tertiary levels of educational background. The sample population was 600 persons. The research findings showed that all ethnic groups investigated attach certain meanings to their dreams which form the basis for interpreting the symbols found in their dreams and that dreams convey both spiritual and physical information. Media preferences of the net generation college students Fayaz Ahmad Loan Full Length Research Paper The present study aims to identify the preferences of the net generation college students in print and electronic media activities and to investigate how these students allocate their time across these activities. The survey method of research was applied to conduct the study and questionnaire was used as a data collection tool. The stratified random sampling technique was employed for selection of students. The results reveal that there is a strong competition between print and electronic media in attracting studentsrsquo; time and attention. Comparing studentsrsquo; preferences between reading and electronic media activities, reading proved to be one of the top most activities only defeated by watching television and listening music. The results also depict that the electronic media is competing with traditional media on different fronts as activities like Internet surfing, online chatting and electronic games are also preferred by a good number of the net generation students over reading. On the time allocation, reading surpasses all activities including watching television and listening music as well. In general, the findings of the study should assist the media professionals and library/ information managers to adopt the technologies as per the changing preferences of the net generation students. The methodology consisted of a diagnostic study elaboration of the functioning and treatment procedures of the indexing information from nine libraries of the UNESP network, Brazil, representing the civil engineering, education and dentistry areas from a data collection using the verbal protocol introspective technique in the individual and group forms. The study conducted a reflection upon the statements issued by the seventy-two participating individuals whose the results revealed unsatisfactory results about the use of the subject headings list of the BIBLIODATA network, indexing language utilizing by the UNESP Libraries Network, Brazil, in the representation and in the information retrieval process in the ATHENA catalog, about the sequent aspects of the language: lack of specialized vocabulary as well as updated; lack of remissives and of specific headings, and others. We have concluded that the adequate use of indexing languages of specialized scientific areas becomes by means of evaluation as to updating, specificity and compatibility in order to meet the needs of indexing and information retrieval. This paper attempts to study the information seeking behaviour of users in V.M.K.V. Engineering College Library, Salem. This study examines several aspects of library use, including frequency of visiting the library, satisfaction with the opening hours of the library, library collection and user satisfaction from library services. The study also covers the use of reference sources in the library. Some suggestions are also provided on the basis of study for enhancing the satisfaction level. Microfilming, as a tool for preservation and access in selected libraries of Bangladesh Tahmina Akter Review Scientific preservation has been recognized as one of the urgent challenges in our modern information society. It is the current trends in all modern libraries and recognized as a vital part of managing information in scientific format. A number of libraries of Bangladesh have thus started to invest intensive research and development to provide solutions that allow us to maintain scientific objects accessible. Most of these solutions, however, are aimed at larger institutions who have a dedicated mandate, and thus can build up expertise, resources and systems. Yet, we increasingly find that many libraries are faced with the challenge to preserve their materials. The present age is very aptly called the age of Information Technology (IT). In fact IT has revolutionized every aspect of life. As such library education cannot remain aloof and unchanged. This article compiles some crucial recent developments in preservation of recorded knowledge in Bangladesh. The topic exclusively discusses microfilming technology for libraries. Hopefully, the present study will cast new light on the subject library and information experts in the field will benefit from this. Consequently, no meaningful research and sustainable development or advancement can take place in an atmosphere of war, chaos and acrimonies. Flexible learning programme (FLP) in Universiti Teknologi MARA: New opportunities for Malaysian higher education and training Raja Abdullah Yaacob, Adnan Jamaluddin and Kamaruzaman Jusoff Review The Flexible Learning Programme (FLP) has enabled the process of education and training to be expanded in an online virtual college mode, enabling students to use the state-of-the-art, and multi-media, e-Learning techniques. University Technology Mara (UiTM) has responded by applying the revolutionary new eLearning concept in her attempt to be futuristic towards the next generation of distance-learning. In doing so, the flexible learning programme offers an expanding range of exciting new formats for ICT and website design courses. Students may access the readymade information and references electronically and communicate online and interact through Internet. UiTM in general and the Faculty of Information Management in particular has moved a step further in providing education through Internet, known as the flexible learning program. This faculty became the first to provide a masterrsquo;s program through flexible learning known as the Masters of Science in Information Management. The first group of 77 students came from all over Malaysia. It is interesting to note that the response from the participants has been encouraging despite the fact that this is a new mode of learning in Malaysia. The monthly seminars that are being held not only help in the reinforcement of the studentrsquo;s capacity to absorb and to consolidate the sessions, but also to provide a good forum for discussions. This paper will attempt to explain the FLP and how it has so far sustained in meeting the objective of the program, despite the fact that it is of recent phenomena. This program has run smoothly and the rate of studentsrsquo; response have continuously been encouraging. User satisfaction with academic libraries services: Academic staff and students perspectives Pauline Adeniran Full Length Research Paper Academic libraries are presently faced with challenges as a result of the introduction of information technology which has led to an increase in competition among information providers. Libraries must improve the quality of their services to enable them face the challenges of information explosion in the 21st century. Service oriented organizations have identified the customer or user as the most critical voice in assessing service quality. For assessment of service quality to be effectively carried out in academic libraries, it is imperative to investigate what service quality is to users. This paper examines the relationship between service quality and usersrsquo; satisfaction at Redeemerrsquo;s University and examines how user surveys have been employed in a number of previously published literatures. A questionnaire was used as a data collection instrument for the study. The study revealed that of the academic staff and students who formed the population for the study, students were found to have used the library most; the College of Management Sciences had the highest frequency of use and it also showed that users were satisfied with the services of the library. Utilization and impact of online sourcing of information on the academic performance of medical students in a Nigerian university Oduwole, Adebambo Adewale and Idowu Adetoun Full Length Research Paper This study examines the use of internet facilities by medical students of the Lagos State University College of Medicine (LASUCOM) Ikeja. Apart from serving as a learning tool, the sourcing of information through the internet motivates students to undertake research and helps them to develop skills in collecting and analyzing data. A two-part questionnaire was developed and used to elicit the necessary information for the study. Three hundred and five copies of the questionnaire were distributed to the students in the College of Medicine Ikeja, Nigeria, out of which 250 copies were completed, returned and used for the study. This constitutes 81.9% response rate. Findings showed that the medical students have access to internet facilities, although majority of the respondents (46.4%) have access through cybercafeacute;s around the campus. On the average, respondents spent at least between 30 min and 1 h accessing the internet on a weekly basis. The study also revealed that medical students consulted the PUBMED database regularly and that access to myriads of online resources through the internet has a positive effect on the academic performance of the respondents. The study recommends increase in the number of computer terminals for accessing internet facility in the College including acquisition of internet ready computers for the College library. Another vital recommendation is the need for an increase in the bandwidth of the hub for the internet connectivity in the College. Web 2.0 for teaching, learning and assessment in higher education: A case study of universities in Western Uttar Pradesh (India) Sunil Tyagi and Krishna Kumar Full Length Research Paper The main objective of the study is to conduct a usage analysis of Web 2.0 technologies in learning environment by faculties of selected universities at Western Uttar Pradesh. The present study sought to assess awareness of Web 2.0 and find out the use of wikis, blogs, RSS feed, social networks, podcasting, SNS, Mashup by the university faculties in Western Uttar Pradesh. The methodology for the proposed study is ldquo;survey methodrdquo; with the help of structured questionnaire. The structured questionnaire is designed keeping in view of the stated objectives comprising of various types of questions, keeping in view of the aspects like total population of faculties in the university, perceived level of computer literacy, selection/recommendation of Web 2.0 tools, promotion of Web 2.0 technology and future plans to improve usage of Web 2.0 technologies in education. The sample consists of 4 Universities in the Western Uttar Pradesh. A questionnaire was distributed among the Professors, Associate Professors, Assistant Professors and Lecturers to collect desired data. A total of 120 questionnaires were distributed to the selected sample for the current year; 107 valid samples were collected and analyzed. Web 2.0 is especially useful and creative when knowledge is digitized, modular and allowed to be used and distributed in a flexible way. Study was carried out to know the awareness regarding Web 2.0 tools like blogs, Wikipedia, RSS feed, social networks, podcasting, and others SNS, Mashup. It is observed that almost all of the respondents have good knowledge about the Web 2.0. All of the respondents stated that the Web 2.0 technologies play important role in education. The author suggested that librarians in university libraries explore ways to provide reference service via text/SMS services. Offering training workshops on Web 2.0 tools and technologies to library patrons is also suggested. The author also recommended that libraries provide systematic training for staff on Web 2.0 technologies so as to alleviate their anxiety over technology. There exist a number of studies on the Web 2.0 applications, but this is the first of its kind within the Western Uttar Pradesh of India. Mallaiah Full Length Research Paper Identifying the external forces or trends that affect the organization is an integral part of the organizationrsquo;s strategic plan. Through a process called environmental scanning, organizations systematically gather and analyze all relevant data about external opportunities and treats that may affect them at present and in the future. Over 82 of the people are satisfied across all stratarsquo;s with their career advancement opportunities. In this study, survey indicates that the satisfaction about career advancement opportunities is fairly uniformly distributed across all age groups. Results also indicate that the satisfaction about capability utilization is uniformly distributed across both teaching and non-teaching groups. Staff perception on the relevance of hardcopy materials and library use in this digital age: A study of the National Centre for Technology Management (NACETEM), Obafemi Awolowo University, Ile-Ife, Nigeria OPELE Jacob Kehinde and UNEGBU Vincent E. Full Length Research Paper This study assessed the value of hardcopy materials and its actual use at the National Centre for Technology Management (NACETEM). Structured questionnaire was designed and administered to 75 employees across four departments (Training and Research, Planning and documentation, Technological Innovation and Enterprise Studies, and Finance and Administration Department). Data gathered was analysed using descriptive statistics (percentage distribution) with the aid of Statistical Package for Social Sciences (SPSS) version 17. The findings revealed that 97.5% of the employees supported the use of hardcopy materials. It was noted from the findings thatemployees use of the library has not significantly changed as a result of Internet availability in the institution. Undergraduate students’ perception of the effectiveness of ICT use in improving teaching and learning in Ekiti State University, Ado-Ekiti, Nigeria Fabunmi, Francis Adesoji Full Length Research Paper The paper evaluated undergraduate studentsrsquo; perception of the effectiveness of ICT use in improving teaching and learning in Ekiti State University, Nigeria. Four research questions guided the study and the instrument used was the questionnaire, the research method used was survey. The study came out with the results that there is a preference for ICT use in improving teaching and learning, though costlier than the traditional book sources. It was also discovered that students frequently use internet centres as places of accessibility to get information through ICT teaching and learning. It concludes by affirming the need for the development of ICT use in Nigeria universities for the improvement of teaching and learning for the students. This becomes imperative because ICT culture has come to stay globally in all higher institutions. Use of Open Access Resources by the Engineering Students of Punjab (India) Harmanpreet Singh Sandhu and DAVIET Jalandhar Full Length Research Paper This study presents the results of a survey that assessed engineering studentrsquo;s familiarity with use of open access resources in Punjab (India). The survey was made through questionnaires and completed by 460 respondents. Respondents were generally familiar with open access sources including open access journals, institutional repositories and self-archived materials on the web. Respondentsrsquo; attitudes toward open access varied, but most agreed that open access resources are of high quality and that open access would benefit them. In helping researchers find open access information, more respondents had used open access journals than institutional repositories or self-archived materials. Some of the challenges faced by the student fraternity in accessing these resources have been enlisted and appropriate recommendations have also been given. Analysis of cited information sources in Nigerian agricultural research with emphasis on animal health and production Ifeanyi J. Ezema and Asogwa Brendan Eze Full Length Research Paper The purpose of this paper is to investigate through citation analysis, the types of information resources Nigerian agricultural science researchers (with particular reference to animal health and production) use in their scholarly communication process. The design of the study is a citation analysis approach. Two main line journals in animal health and production namely; Nigerian Journal of Animal Production and Nigerian Veterinary Journal were used for this study. All the volumes of these journals for a period of seven years were used for the study. References in these journals were harvested and used for the analysis. There were a total of 8328 citations harvested from the journals out of which 58% of them are journal citations and books and monographs accounted for 24%. The findings also reveal that more than 31% of the cited sources were published between 1991 and 2000 while 25.9% were published from 1981 to 1990. Materials of 2001 to date constituted 20.2%. There is also a very low citation to electronic sources which would have provided citations to more current materials. Similarly, authorship pattern reveals that multiple authors dominate the cited sources. About 21 journals were identified as the most frequently cited journals while most frequently researched animal is poultry. The age of the cited sources suggests that the researchers lack access to current research and therefore has a lot of policy implications to Nigerian university libraries in terms of subscribing to current journals in the libraries with emphasis on the identified frequently cited journals. This is a fundamental study with interest in identifying the sources of information for Nigerian researchers interested in animal health and production, the volume of research in the area, authorship pattern and the most consulted journals in the area. Full Length Research Paper This paper presents the scientometric portrait of Dr. Swaran Jeet Singh Flora, a well-known scientist of Defence Research Development Establishment (DRDE), Ministry of Defence, Gwalior, India. Dr. SJS Flora has published a total of 278 articles in national and international journals on various domains like arsenic, lead, drug development for metal toxicity, oxidative stress and role of antioxidants, etc. On an average, he produces 10 research publications per year. As a record, he had 21 publications during the year 2005. An exponential growth in number of publications was observed during 1981 to 2008. The highest growth rate (45%) was recorded during 2001 to 2004 with 58 publications followed by 66 (17.79%) publications during 2005 to 2008. S.J.S. Flora has collaborated with 103 researchers throughout the world till date. Availability and the use of computer and internet by secondary school students in Benin City, Nigeria Ukpebor Osaretin Christopher and Emwanta Maria-Gorretti Full Length Research Paper This study identifies the availability of internet use among 1000 secondary schools students Benin City, Nigeria. Internet has become a useful tool for education. Access to information communication technology (ICT), the internet in particular, has provided people especially students with a foundation for meeting their information needs. Many private schools can boast of computer laboratories, but only few can pride themselves on Internet access. Another frustration is the capacity to use the Internet. Methodology adopted is the survey design in which questionnaires was used for obtaining data. The target population of this study was students from private secondary schools in the cosmopolitan city of Benin. Multi-stage sampling method and purposive sampling was adopted in the research. 1000 students were selected from 20 private secondary schools across the two (out of three) local government of Benin City. Result showed that students have the capacity to use the internet which they learnt from friends and family members. However, the level of internet access in schools is poor despite the schools having computer laboratories. Students access the internet from their homes and cyber cafes since they are denied access in their respective schools while most of the students use the internet for educational activities. Application of information and communication technology (ICT) by medical students: A study of Government Medical College, Chandigarh, India Parveen Kumar Full Length Research Paper Todayrsquo;s world is globalized, information and communication technology (ICT) is diffusing its services to diverse domains. Medical and healthcare is intimately associated with human lives, ignoring of ICT in medical and healthcare is not affordable. The study was conducted to ascertain the computer literacy level of medical students. Its results indicated that most medical students have some average or advance knowledge on the basic use of computer software that is Microsoft-word, excel, internet, e-mail, etc. The computer awareness among medical students is encouraging but still need to be improved, as most of the students responded that they are computer literate and 12.76% of students indicated that ICT should be incorporated in to the curricula training. More than half of the students responded that total number of personal computers (PCs) should be increased so that maximum use of ICT services can be done. The study found that ICT can be a useful tool in shoving problems in medical education, but the lack of technology and resources is still a serious limitation. Use of the internet by researchers in agricultural research institutes in Ibadan, Oyo State Ogunjobi T. E. and Fagbami O. O. Full Length Research Paper The study examined the use of the Internet by researchers in Agricultural Research Institutes in Ibadan, Oyo State, Nigeria. A descriptive survey method was used for the study. A purposive sampling technique using an interval of two was employed to select 50% of the researchers from each of the research institutes to give a total of 106 respondents from the research institutes. Data were collected through the use of a structured questionnaire. A total number of ninety eight questionnaires were retrieved which is 92.45% of the total sample. The data were subjected to frequency counts and percentages. The result showed that most researchers acquired computer knowledge without undergoing formal training in the use of the internet. Mostly they learnt through self-development (51.02%), friends (30.61%), workshops seminars and conferences (20.41%) and computer school (15.31%). Internet networks must be active and continuously sustained in order to make this valued resource effective in all our agricultural research institutes. Impacts of personality traits on career choice of Information Scientists in Federal University of Technology, Minna, Niger State, Nigeria Samuel J. Udoudoh Full Length Research Paper The study examined the use of the Internet by researchers in Agricultural Research Institutes in Ibadan, Oyo State, Nigeria. A descriptive survey method was used for the study. A purposive sampling technique using an interval of two was employed to select 50% of the researchers from each of the research institutes to give a total of 106 respondents from the research institutes. Data were collected through the use of a structured questionnaire. A total number of ninety eight questionnaires were retrieved which is 92.45% of the total sample. The data were subjected to frequency counts and percentages. The result showed that most researchers acquired computer knowledge without undergoing formal training in the use of the internet. Mostly they learnt through self-development (51.02%), friends (30.61%), workshops seminars and conferences (20.41%) and computer school (15.31%). Growth and impact of research output of Bangalore University, 1971-2010: A scientometric study Kiran Savanur and P. V. Konnur Full Length Research Paper In this paper, an attempt has been made to highlight quantitative growth and development of the Bangalore University (BU) in Science and Technology in terms of publication output as per Science Citation Index from 1970 to 2010. During the period of the study, a total of 2,188 publications were published with 9,401 citations in their credit. The average number of publications per year was 54.7. The highest numbers of papers (152) were published in 2008. BU has collaborated with 27 countries and USA is the top collaborating country with 74(31.09%) of papers followed by France with 20(8.4%). Authorship and collaboration trend were towards multi-authored paper. There were 1940(88.66%) multi-authored/collaborative papers and only 248(11.33%) single authored publications. The prolific authors were: S. M. Mayanna with 113 papers, and N. Rudraiah with 101 papers. P. V. Kamath with 98 papers with the highest h and p values 21 and 26.52, respectively. The most preferred journals for publication by the scientists were: Current Science with 168 publications, Indian Journal of Chemistry-B with 81 publications and Indian Journal of Chemistry-C with 39 publications. Information services provision and user satisfaction in agricultural research libraries in Nigeria Solomon Uganneya, Rebecca Ape and Nancy Ugbagir Full Length Research Paper The study examined the extent to which users are satisfied with reference and circulation services provision by agricultural research libraries in Nigeria. Descriptive survey method was used for the study. Through purposive sampling six agricultural research libraries: (three university of agricultural libraries and three agricultural research institute libraries) were selected from three out of six agricultural zones of Nigeria. A total of 701 respondentrsquo;s, 241 from agricultural research institute libraries and four hundred and sixty (460) users from university of agricultural libraries were obtained in this study. The study finds out that reference and circulation services were highly provided by the agricultural research libraries in Nigeria. Majority of the users were satisfied with both the reference and circulation services provision by the agricultural research libraries. However, referral service and shelf management of books were rated dissatisfied. Irregular internet services, expensive, internet services, outdated material and staff unresponsiveness were some of the constraints to user satisfaction. The study recommended that there is need for librarian to design system that can facilitate and enhance referral services between the library and users. Information needs and study behaviour of non-traditional students with particular reference to university libraries in Kenya Jotham Milimo Wasike and Stanley Munene Full Length Research Paper The purpose of the study was to investigate the information needs and study behaviour of non-traditional university students, university librariesrsquo; role in information provision, how it impacts on the academic development of the students, challenges they face and make recommendations on how the university libraries can improve the situation. The non-traditional students face many challenges that include lack of adequate time to study, communication breakdowns, inadequate information resources, lack of support from their employers or sponsors, family commitments and shortage of trained library personnel. Meeting the needs of non-traditional students by the university libraries is essential to the social role of the library. These can only be achieved if university libraries adequately revamp and organize library and information services in recognition of their growing user needs, which include access of information in the comfort of their locations; whenever and wherever they are. Data was collected from the existing sources which included both print and electronic media as well as utilizing the authorrsquo;s professional experience. The study recommended that proper planning for non-traditional students need to be done with the urgency it deserves in line with their growing demand for library and information services across universities. Problems and prospects of the information services based on the mobile phone in Bangladesh Md. Maidul Islam Full Length Research Paper The purpose of this study was to discuss the mobile phone based information services in Bangladesh and then describes the telecommunication facilities (and hence information access and provision) of mobile phone-based information services companies in Bangladesh including Grameenphone, Robi (Aktel) Banglalink, Citycell, Airtel (Warid) and Teletalk. The paper then highlighted problems and prospects, in rural areas of Bangladesh, of providing information services through mobile phones. This study used qualitative approaches along with review of related literature. The conceptual and textual information related to the present study were collected from personal visit, primary and secondary sources of information such as books, journals, magazines, newspapers, conference proceedings, official documents and unpublished sources. Collaborative strength and pattern of authorship among agricultural engineers in Nigeria: A case study of the 2000 – 2010 NIAE proceedings Oyeniyi, J. Oluwakemi and Olaifa, Taye Paul Full Length Research Paper There is no doubt that collaboration is a common phenomenon in research. This paper examined the collaborative strength and patterns of authorship among agricultural engineers in Nigeria, using the Nigerian Institution of Agricultural Engineers (NIAE) proceedings between 2000 and 2010 with the exclusion of 2008 data, covering a period of 10 years. The results of the data were analysed based on the number of articles published per year, pattern of authorship featured in the proceedings, and the collaborative degree and strength of authors. There are a total number of 589 articles published by 1315 authors in the years under study. Out of the 589 articles, 421 (71.5%) are joint works while only 168 (28.5%) are single authored works. The degree of authorrsquo;s collaboration was also calculated to be 0.715, while the mean numbers of single authored and joint authored articles are 16.8 and 42.1 respectively. In this research, the average numbers of author per paper are between 1.9 and 2.7. The authorrsquo;s productivity revealed that two authors ranked first with 14 published articles credited to each of them while many other authors also ranked high differently. Library and information science in distance education: Advantages and disadvantages in view of the students of the major Mehri Shahbazi and Maliheh Nikkar Full Length Research Paper Based on the viewpoints of the Library and Information Science students in Payame Noor University, this study aims to identify both goodness and difficulties of Library and Information Science in distance education. A survey method was used to carry out the study in which the data was collected by two questionnaires distributed within two rounds. Student-based education, free-attendance classes and in turn, the possibility to find chances for other favorites, self-reliance ability in students owing to absence of full-time access to lecturers in comparison with the students of traditional system, achievement of high level of learning due to the existent general behavioral targets along with the practices provided in textbooks and ignorance of negative points in multiple-choice questions were of the most remarkable advantages introduced by the students. The most important disadvantages of distance education in view of the respondents were insufficient practical rehearsal on the site as well as inadequate students#39; knowledge about library e-resources, lack of practical capabilities due to the very few number of sessions made up during each semester, limited access to lecturers, inadequate students#39; information on their specific text resources and taking difficult final tests of the courses. Bibliographic networking and law libraries in Nigeria Rita John-Okeke Full Length Research Paper Cooperative cataloguing is a means by which libraries share resources. In modern library services, cooperative cataloguing is the only means that libraries can cope with the challenges of the digital age. This paper discusses cooperative activity from the 15th century to the present. Some of the benefits of networking such as increase in production, cost effectiveness and production of high quality products and services are discussed extensively in the paper. Two major challenges towards networking of bibliographic resources of law libraries in Nigeria ndash; absence of automated systems and lack of training for law librarians are discussed. The paper positions that the way forward towards networking will include automating systems and services, creating network centers and training for librarians. Prabhavathi Full Length Research Paper The aim of this study is to analyze the use of the internet and related issues among the teachers of Sri Padmavathi Mahila Visvavidyalayam (SPMVV) University, Tirupati. A well structured questionnaire was distributed among the 120 faculty members from 5 faculties. The response rate was around 80%. The present study demonstrates and elaborates the various aspects of internet use such as frequency of internet use, purpose for which the internet is used, time spent in internet section, problems faced in internet section, preferences of using search engines and satisfaction with internet facilities provided in the SPMVV library. It was found out that internet had become a vital instrument for teaching, research and learning process of these respondents. Christopher Full Length Research Paper This study surveys the roles of public libraries in the attainment of health Millennium Development Goals in Nigeria. It also identifies the health-information needs of the community and information services rendered by the libraries. The role of public libraries in the attainment of health-MDGs has been a daunting task for public libraries as a result of governmentrsquo;s negligence. The methodology adopted for the study is the survey design in which questionnaire was used for obtaining data. The target population was public library staff/users in the South-south of Nigeria. The resultshowed that public libraries have played significant role in the attainment of health-MDGs and library users make significant demand for all categories of health information especially in the area of maternal and childcare. However, majority of the public libraries have no Internet services. The findings make it imperative for all other relevant agencies to key into the health-MDGs especially in assisting the public libraries. The study will bring to the awareness of users, the roles public libraries play in supporting local and international policies and the provision of information services for library users. This current work is centered on the northern part of Bangladesh, perceived to be worse hit in terms of inadequacy of the application of information technology (IT) in library and information centers, when compared with the capital city of Bangladesh. Therefore, this research work, made with a full study plan and procedures seeks to investigate the environment, identify barriers and explore possibilities of improving IT application in libraries. The study took into account the various systems, services, problems and prospects of these selected libraries. Besides this, the study also showed how to improve the entire condition and services of these libraries by adopting modern technology such as information technology (computer, fax, e-mail,) including provision of phone, photocopier, television, microfiche, microfilm etc. This investigation will reveal the entire condition of these libraries including the problems encountered by them in applying information technology and put forward necessary recommendation, which may be helpful in improving their services in information dissemination process. Influence of computer literacy and subject background on use of electronic resources by undergraduate students in universities in South-western Nigeria Maria-Gorretti Emwanta and Kenneth Ivo Ngozi Nwalo Full Length Research Paper The extent to which electronic resources are utilised by undergraduate students will depend largely on some factors pertaining to the users, especially computer literacy and subject background. Therefore, the study investigated the influence of computer literacy and subject background on the use of electronic resources by undergraduate students in two universities in South- western Nigeria. The survey research design was adopted in the study with the questionnaire as a major instrument for data collection. Simple random sampling and purposive sampling techniques were adopted to select three faculties and two departments each from the universities and 275 respondents out of 904 undergraduate students. Simple descriptive statistics was used to analyse the data. Results of the study revealed that 8(7.1%) of the respondents at the Federal University of Technology Akure (FUTA) and 30(19.0%) at the Obafemi Awolowo University Ile-Ife (OAU) visit the library to consult electronic resources. Although electronic resources in general are very important for academic tasks, 30(26.8%) of the respondents at FUTA and 32(20.3%) at OAU indicated that the Internet is most useful in discovering literature relevant to their subject background. Computer literacy and subject background influenced use of electronic information resources by the students. The study, therefore, recommended that measures should be taken to increase the level of computer literacy among the students for increased use of electronic resources available in the university libraries. This article intends to describe the emerging role and fit of digital types of information in scholarly practice and to observe the impact of metadata standards on their learning. A structured online questionnaire was arranged to gather data from the librarians in state universities. Based on the findings of the survey, it is concluded that there exists adequate awareness of digital preservation among librarians. Converged data centres-library model (CDC-LM): Enhances implementation of e-Government or e-Governance systems in the sub-Saharan region Jameson Mbale Review This work envisaged the application technologies of two entities: Data centres and Libraries to build and implement a workable e-Governance or e-Government system. Therefore, this paper introduced the Converged data centre-library model (CDC-LM) which merged the two entities in order to implement an e-Governance or e-Government system. The CDC-LM provided wider resource coverage with the capacity to access relevant information from ministries, NGOrsquo;s and industry. Information needs and seeking behavior of Muslim clerics in relation to preaching in Nigeria Adam Gambo Saleh and Hauwa Sadiq Full Length Research Paper Information Seeking Behavior (ISB) studies is one area in Library and Information Science that has over the years attracted the attention of information professionals, resulting in several studies being carried out with a view to understanding the information needs of individuals, why they seek information, how they seek it and the problems encountered. While an enormous amount of literature has shown that several professional groupsrsquo; information seeking behavior has been studied, an important and influential group of professionals, the Muslim clerics (Ulama) have been totally neglected. The study deployed the survey research method using questionnaire to collect data from 284 respondents which was subjected to both descriptive and inferential statistical procedures. The study found out that the Ulama like any other professional group needs information and take various steps to satisfy them. While preaching, the Ulama consult their personal collections and other libraries to use resources such as Qurrsquo;an, Hadith, and commentaries by other scholars, and consult informal channels of information such as council of Ulama, colleagues or friends and relatives. The study also found out that the Ulama deployed different search strategies to identify and locate information when using either the library, ICT, or informal channels. The study has also established significant relationships between demographic factors and search strategies adopted. Finally, it can be revealed that the information seeking pattern of the Ulama can best be described as linear along the features identified by the Leckie et al. Full Length Research Paper The availability of information on road safety on Nigerian roads especially by commercial motorcycle riders has been the subject of discussion by road transport administrators, medical practitioners and the media as a result of unsatisfactory performance. There is a general expression of dissatisfaction by users of services rendered by the commercial motorcyclists on our roads. As a result, the pedestrians have complained of the riding pattern of the motorcyclists, alcoholic drinking pattern, overconfidence, over speeding, effects of bad roads, and lack of understanding of road signs as factors influencing road accidents by commercial motorcyclists. However, there is paucity of research on road safety among commercial motorcyclists in Nigeria. It is against this background that this research examines the effect of road safety information availability on commercial motorcycle accidents in Nigeria. Simple Random Technique was used to cover a study population of four hundred and fifty (450) commercial motorcycle riders in Oyo State, Nigeria. Demographic data and road safety information availability were looked into. Data collected were analyzed using percentages, mean and standard deviation. The result revealed that road safety information is available to the population studied. However, its effect could not be traced. 337 respondents claimed to have had accident at one time or the other. 81.8% respondents do not possess a copy of the Nigeria Highway Codes which ought to serve as guides in the prevention of accident among the commercial motorcyclists. E-library approach for resource sharing in an information communication technology era: Issues, prospects and challenges Aina, Adebowale J. Review This paper examines the impacts of electronic library in the context of globalization for resource sharing with the recent trend of information communication technology (ICT) for library services. It also discusses the role of system librarian, acquisition of e-resources, approach, and challenges faced. It is hoped that when libraries in Nigerian are endash;compliant, they will increase access, improve services, establish sharing partners with other institutions, reduce the handling and use of fragile or heavily used original materials among other reasons. It is therefore recommended that, library being the nerve centre of any academic institution for information acquisition, processing, storage, retrieval and dissemination be charged with such responsibilities as making information available in both prints, non-print and electronically to the patrons, wider and dispersed learners irrespective of time, space and geographical location. Enabling and disabling bibliographic control in Nigeria Efe Francis Ejedafiru and Blessing Amina Akporhonor Review This paper presents the state of Bibliographic control (BC) in Nigeria. The article highlights and discusses the significant roles played by bibliographic control in the present information age. National bibliography is a source that attempts to list, as comprehensively as possible, the publications of a particular country during a specific period. These could come out in any kind of intellectual output, regardless of its format. It is important to note that the national bibliography has evolved as each nation has evolved, that the motivation behind its compilation often greatly influences the content and accessibility of the resource. However, the problems encountered in the acquisition and classification of these publications include the inaccessibility of published materials, lack of adequate bibliographic control, lack of adequate good writers, the multiplicity of native languages, inadequate funding, and the underdevelopment of the book industry. Advances in information technologies have vastly increase our capacity to know, achieve and collaborate; these technologies are creating not just new opportunities for national library and bibliographic services in general but challenges as well. Suggestions, which might enhance the acquisition and processing of published materials in Nigeria, are offered. Open source software’s and their impact on library and information centre: An overview T. Raghunadha Reddy and K. Kumar Review In this era of transition from information age to knowledge society, the libraries have much greater challenges to face. The whole insight of library has now changed from collection of books to a single window knowledge bank. This paper discusses the definition and features of open source library management software, criteria of selection of best open source library management software, their, advantages and limitations. Open source library management software is a solution to reducing that cost. The paper describes in brief about the feature of some of the open source library management software like Greenstone Digital Library, DSpace, KOHA, E-Prints, NewGenlib, PhpMyLibrary, OpenBiblio, Avanti, etc., which are useful for developing digital library and institutional repositories. Internet use in libraries of Sant Hirdaram Nagar Sunita Pamnani Full Length Research Paper The study examines the status and use of Internet in college libraries of Sant Hirdaram Nagar. Questionnaire was distributed among the college libraries including the degree granting institutions. Result shows that half of the college libraries of Sant Hirdaram Nagar have access to the Internet which has become an essential part of library services. The Internet is also used for performing various library functions such as reference work, classification and cataloguing, document delivery service and subscription to online journals. The study also discusses the problems that hinder the use of the Internet in the other educational institutions of Sant Hirdaram Nagar. The role of academic libraries and librarians in knowledge management and the realization of vision 20:20:20 in Nigeria Chigbu E. D. and Idoko, Nkechi Anthonia Full Length Research Paper Nigeria has envisioned that by the year 2020 the country will become one of the 20 top economies of the world. This goal was buttressed in a government policy termed vision 20-20-20. These researchers examined the complimentary role libraries and librarians in Nigerian universities could play in the realization of that vision. They sampled the opinions of librarians in universities in Enugu state to synthesize their opinions concerning the roles they play in knowledge management. The researchers found that vision 20-20-20 can be realized through the collaborative roles of academia and manpower trainers for whom libraries and librarians are invaluable assets; therefore their roles cannot be over looked. The findings showed that the realization of vision 20-20-20 is knowledge driven, and librarians are active players in identifying maintaining and making available knowledge assets. Since only a reputable and reliable knowledge base can bring about efficient manpower production and capacity building for economic management and governance, librarians and knowledge workers roles are vital. They help to leverage knowledge assets through the provision of world class information, manpower training, and capacity building, all of which can impact on Nigeriarsquo;s vision 20-20-20. The paper calls for advocacy that would help put the role of librarians in perspective to the appropriate authority. This advocacy role will bring librarians into full focus and optimize the utilization of their skills and abilities. Effects of career progression, work motivation and leadership styles on job satisfaction of library personnel in the Federal Civil Service of Nigeria Adebayo Olufemi Fanimehin and S.O. Popoola Full Length Research Paper The study examines effects of career progression, work motivation and leadership styles on job satisfaction of library personnel in the Federal Civil Service of Nigeria. Total enumeration technique together with questionnaire was used to collect data from 450 library personnel in the Federal Civil Service in Nigeria, out of which 426 responded. The copies of the questionnaire were found usable for analysis given a response rate of 94.67%.The study found that there were significant relationships between career progression, work motivation, leadership styles and job satisfaction of the respondents. It is therefore recommended that the government and federal civil service administrators should give due attention to leadership styles, work motivation and career progression in order to improve job satisfaction of the library personnel in their employment. Library software products in Nigeria: A survey of uses and assessment Ayodele Smart Obajemu, Joseph N. Osagie, Helen Olubunmi Jaiyeola Akinade and Felix C. Ekere Full Length Research Paper There is an eagerness on the part of librarians and libraries in Nigeria to shift from traditional methods of information representation to modern information technologies. This has led to the influx of various library software into the ICT market to drive automation needs of libraries. There is the need, however, for quality and reliable software that can effectively run on the operating systems of computers in Nigerian libraries. Therefore, this study aims to create awareness of the existing software in Nigeria so as to enhance quality selection. It provides librarians with pragmatic steps to take when making choices and highlights the operational problems associated with library software. The researchers surveyed 50 libraries in Nigeria: 22 federal, state and private universities; 11 polytechnic libraries; 3 colleges of education libraries, and 14 research institutional libraries. Data for this study were collected through structured questionnaire. Of the 120 questionnaire administered, 97 of them were returned filled. Results show that a greater number of the respondents are computer literate, and agree with the guiding steps a library should follow before acquiring software. Also, some of the respondents are quite aware of the various types of software being paraded in Nigerian markets. The study not only discusses problems associated with software installations but also suggests ways out of them. Finally, the study makes recommendations on the way forward. Management problems of electronic information resources: A case study of UNN Library Cyprian I. Ugwu and D. C. Onyegiri Full Length Research Paper This study examined the problems encountered in managing electronic information resources (EIRs) in the University of Nigeria, Nsukka (UNN) Library System. Case study design was employed to achieve the research objectives. The population of the study consisted of 151 staff of the University library. Questionnaire was the main instrument used for data collection. Out of the 151 copies of the questionnaire administered to the respondents, only 95 copies were correctly filled and used for this study. The data collected were analyzed using mean () and standard deviation (SD), while t-test was used to establish the significance of the responses of the library staff on the dimensions of the problems of managing EIRs in the university library. The management problem areas identified in this study consisted of University policies or practices, funding, staffing and information technology infrastructure. Strategies for enhancing effective management of electronic information resources were identified, and recommendations based on the findings of the study were also made.
